The primary purpose of this position is as a senior specialist, provides technical and management expertise to assess the mission readiness of Positive Control Material and associated code equipment allocated to the Group and subordinate units. Oversees actions for all Positive Control Material.

Duties

Develops, manages monitors evaluates, and coordinates the execution of Integrated Logistics Support (ILS) plans for the fall supportability and storage of nuclear weapons systems. Ensures nuclear command and control coding and Positive Control Material (PCM) control requirements are achieved in accordance with local and agency requirements. Monitors and evaluates program compliance with treaties and ensures nuclear weapon system sustainment, storage, modernization, and maintenance requirements are met. Evaluates and inspects maintenance activities and programs, and manages other inspection programs such as IGEMS, MICT, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities including nuclear weapons material. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the wing. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and recommend methods to help the organization optimize use of resources and maximize efficiency and effectiveness. Knowledge of analytical and evaluative methods and techniques to investigate issues or conduct studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to asset movement, supply chain management, equipment and vehicles management, warehousing, deployment planning and operations, Quality Assurance, nuclear weapons related materiel and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the organization. Knowledge of Nuclear Weapons maintenance, inspection, use control, publications systems and related nuclear surety requirements; including related safety and security regulations, practices, and procedures. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and in formulating solutions to complex problems. Ability to analyze, plan, evaluate, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources; and ensure compliance with legal and regulatory guidelines. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
