Duties
You will serve as an OPERATIONS RESEARCH ANALYST in The Strategic Resourcing Branch of PERS WASHINGTON.
You will apply strategic planning, data analysis, statistics, and operations research techniques to identify and address manpower and personnel issues for the Navy.
You will use techniques of operations research to analyze and solve complex manpower and manning analytics problems to provide senior leadership with data-driven analysis that supports strategic decision making.
You will use project and research development, applied mathematics, statistics, computational programming, and myriad data science techniques; and will communicate highly technical findings to senior leadership.
You will apply data visualization and statistical methods to clarify the complexities of staffing systems, aiding in strategic planning and decision-making.
Requirements

Qualifications
In addition to the education requirements below, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Employing strategic planning, data analysis, statistical methods, and other operations research techniques to identify and address manpower and personnel issues;
Offering historical financial data, performance metrics, and ROI evaluations to help prioritize organizational resources in alignment with HR objectives; and
Delivering expert guidance on manpower modeling, staffing simulations, and strategic analysis to stakeholders.

Education
For Operations Research (1515) Series: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
