About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, HQDA G-2 Resource Integration Directorate, Programs Division in the Pentagon, Arlington, Virginia.
Duties
Serves as a Program Analyst in the Programs Division, Resource Integration Directorate, Office of the Deputy Chief of Staff (ODCS), G-2, HQDA.
Supports Intelligence Planning, Programming, Budget and Evaluation (IPPBE) and/or the Army’s Planning, Programming, Budgeting and Execution (PPBE).
Reviews, evaluates, and analyzes intelligence guidance and regulations for applicability to the HQDA DCS, G-2 supported missions.
Integrates programmatic activities related to multiple Program Executive Group (PEG) requirements and related intelligence requirement actions.
Serves as a Subject Matter Expert (SME) on resource management of National Intelligence Program (NIP), Military Intelligence Program (MIP), and other Army funding for intelligence and security requirements.
Conducts data analytics and data mining involving requirements, budget and manpower resource data contained in the IPPBE and PPBE systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- May require Temporary Duty (TDY) travel up to 10% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position, failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) performing budget analysis of funding and manpower resource data for an intelligence program; 2) presenting intelligence program resource capabilities analysis to leadership within an intelligence organization and the Intelligence Community; AND 3) analyzing intelligence program data to evaluate performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
