The primary purpose of this position is to plan, direct, organize, and improve financial reporting and accounting within the Air Force. The Branch Chief will work to improve internal controls, systems and business processes to ensure that accounting transactions populate AF financial statements accurately and in compliance with all federal accounting/financial reporting standards.
Duties
DUTY 1: Plans, organizes and directs the activities of SAF/FMFD audit support activities ensuring compliance with the accounting and financial reporting and the needs of internal and external customer.
DUTY 2: Represents SAF/FMFD in briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.
DUTY 3: Provides guidance, direction, and coordinates the activities associated with general fund and working capital fund accounting and finance systems, including projects to be undertaken cooperatively with other functional areas.
DUTY 4: Develops and participates in projects using a wide variety of management concepts, tools, and techniques (benchmarking, process mapping and surveys) for the purpose of determining process effectiveness within financial management and across the Air Force.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENTS:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Expert knowledge and understanding of Federal Accounting Standards Advisory Board (FASAB) accounting standards, Federal Acquisition Regulations (FAR), DoD Financial Management Regulations (FMR), Governmental Accountability Office (GAO) Yellow Book government audit standards and Green Book/A-123 Internal Control Standards, and the Defense Finance and Accounting Service Blue Book. Extensive knowledge and experience with Independent Public Accountants (IPA) as well as internal audit functions to provide audit documentation and work to resolve deficiencies noted by an auditor. Knowledge of an organizations missions, functions, applicable regulations, and their relationship to other Federal activities and private industry. Experience with being responsible for the Financial Improvement and Audit Remediation (FIAR) support activities to ensure compliance with all regulatory and legal requirements. Skill in written and oral communication sufficient to develop and prepare presentations and briefings for DAF/DoD senior leaders (SES/GO level) complex issues regarding the FIAR process.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of federal financial statement audits as promulgated by the GAO Financial Audit Manual, DoD Financial Management
Regulations, OMB Circular A-136, Financial Reporting Requirements, Federal Accounting Standards Advisory Boards standards,
and the Treasury Financial Manual.
2. Knowledge of the four phases of the audit (Planning, Internal Control, Testing and Reporting), and implementation of internal controls.
3. Skills in planning, directing, leading, mentoring, and motivating team members to meet organizational goals.
4. Skills in analytical and evaluative methods to assess information and prepare and present reports and briefings to senior leaders across the DoD and Air Force in a clear and concise manner.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to conduct internal control tests of design/tests of effectiveness. In addition, the ability to plan, organize, and direct the functions and staff of a medium sized organization.
