About the Position: Serves as the primary point of contact for all transportation matters related to Defense Transportation System (DTS) cargo transiting the Puerto Rico and US Virgin Island AOR.
Duties
Serves as the primary point of contact for all transportation matters related to Defense Transportation System cargo transiting the Puerto Rico and US Virgin Island area of responsibility.
Identifies and documents transportation problems and develops solutions.
Promotes improvements in the policies, plans, and methods of transportation operations.
Briefs high level officials on sensitive and controversial transportation movements/deployment issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance. A background investigation and credit check are required.
- May be required to perform extended workdays/weeks to conform to military schedules. Incumbent is subject to all at all times to meet emergency situations.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
- Contract Officer Representative (COR) is required to (at a minimum) complete the following on-line courses: CLC222, CLC106, andCLM003. CORs must also obtain 40 hours of continuous training ever 2 years.
- Must be fluent in English and Spanish; read, write and verbal. Defense Language Proficiency Test (DLPT) Score 2/2 is required.
- Position has been designated as "Key" and shall not be vacated during a national emergency. The incumbent must be exempted from recall to active duty.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless previously completed. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes monitoring and ensuring transportation requirements are met by planning, coordinating, and directing receipt and release of shipments to/from commercial carriers, Defense Transportation System customers, and/or contractor sites. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
