This position is located in the Department of Homeland Security (DHS), Undersecretary for Science and
Technology (S&T Directorate).
The primary purpose of this position is to serve as a Program Manager over a major programmatic area for which both the scope and effect of the work have agency-wide or government-wide impact.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Manager, GS-0340-13/14, your typical work assignments may include:
Overseeing the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project.
Developing goals, policies and objectives encompassing research efforts to develop technologies and systems to support the Department of Homeland Security's mission.
Directing and conducting costs analyses for projected activities to optimize use of resources and for budget planning purposes.
Developing integrated strategic plans delineating contracting strategies, key risk areas, and metrics to measure costs, schedules, and performance.

Qualifications
Specialized Experience for GS-14:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Liaising with internal and external customers to resolve complex technical issues or requirements for system enhancements; 2) Identifying program changes to enhance cost-effectiveness and optimize fulfillment of customer needs; 3) Conducting cost analyses for program activities to enhance resource utilization; 4) Developing integrated strategic plans to identify strategies, risk areas, and performance metrics.
Substitution of education in lieu of specialized experience may not be used for this grade level.
Specialized Experience for GS-13:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Coordinating multiple projects to meet establish milestones and customer needs; 2) Utilizing a cost-benefit analysis to set program priorities and track expenses; 3) Developing budget planning and resource utilization requirements in accordance with acquisition regulations and departmental policies.
Substitution of education in lieu of specialized experience may not be used for this grade level.
