Duties
The full performance duties include:
Provides expert advice and consultation throughout the Region on surveying issues, including issues related to survey work performed under contract.
Plans, coordinates, and executes field mapping of complex types of terrain, unique topographic features or rugged topography that include, but not limited to design projects and studies, construction, and drilling activities.
Oversees and/or performs survey monitoring of major dams and infrastructure projects as part of the Safety of Dams program.
Designs and oversees installation of monitoring systems for identifying structural variation, subsidence, and fault movement.
Collects high precision survey data to process and evaluate small differences in horizontal and vertical data to determine any evidence of structural change.
Compiles topographic or planimetric maps for small-scale and large-scale mapping.
Establishes control networks to be used by other surveyors to fix the horizontal and vertical datums for production of large-scale topographic maps.
Performs map accuracy checks to ensure that contours and/or horizontal data meet National Map Accuracy Standards.
Serves as Contracting Officer's Representative (COR) for contracts for surveying services within the Missouri Basin Region.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in land surveying; or civil engineering with a surveying option/ emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience: Courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience, or additional education.

Professional registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or the District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

GS-11
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service or its non-Federal equivalent which includes professional Land Surveyor experience in digital mapping; assisting with topographic field mapping for various types of terrain and landforms; and processing data and survey information to develop reports.
You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree related to land surveying.
You may combine specialized experience and education to meet the minimum qualifications.
GS-12
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service or its non-Federal equivalent which includes professional Land Surveyor experience in multispectral imagery systems, aerial photogrammetric/remote sensing, and digital mapping; performing geodetic surveys and topographic field mapping for various types of terrain and landforms; and experience conducting investigation or studies affecting a geodetic program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
Selective Placement Factor: This position requires a current, valid Professional Land Surveyor License. Failure to provide proof of such license will cause you to be rated ineligible for this position. [GS-12 only]

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted.
