Duties

Advise and support management, supervisors, and employees by implementing annual safety and health action plans to accomplish program requirements. Develop and implement policies and work practices to ensure safe, healthful and efficient operations. Plan, schedule and conduct safety and health inspections of all facilities and campgrounds to determine compliance. Promote educational campaigns using posters, pamphlets, and literature. Provides safety training. Serve as a member or lead on accident investigations and prepare a chronological narrative of factors contributing to the accident, including photographs of the accident scene, witness statements, and medical investigator reports as provided. Program lead for matters involving Continuity of Operations, facility emergency management, occupant emergency planning, and OSHA. Coordinate disaster preparedness /FEMA/Office of Emergency Services and All Risks planning and response operations.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For the GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples:1) participating and/or assisting as a team member in conducting safety inspections or investigating incident reports involving fire, recreation, or facilities operations; 2) assisting with developing, improving, or conducting safety and occupational health related trainings; 3) compiling and/or tracking data from surveys, investigations, inspections, or accidents. -OR- Education: Have successfully completed 1 full year of graduate level education. The Graduate Education must include major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. - OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) providing instructions to supervisors or employees on the implementation of safety and occupational health topics; 2) investigating operations for hazard control on hazardous materials, use of protective equipment, facilities, or road maintenance ; 3) conducting periodic onsite surveys or facility inspections for regulatory compliance; 4) promoting safety campaigns through oral presentations, exhibits, or publications. -OR- Education: I have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university or LL.B or JD. My graduate level education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) advising/supporting management and employees on the implementation of safety and occupational health action plans; 2) planning or scheduling safety and health inspections of facilities in accordance with regulations and standards; 3) developing policies, procedures, or recommendations for accident prevention and hazard control; 4) executing safety programs through the preparation of budget and funding requests, education and training curriculums, and/or equipment procurement requests. -OR- Education: Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M. My higher-level graduate education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work may require you to visit field locations and inspect working conditions such as construction work sites, outlying buildings, recreation areas, and other facilities and equipment in various remote locations. The performance of inspections and investigations of mishaps requires frequent standing, walking, climbing, bending and traveling off road. Work Environment: You may be exposed to a variety of climatic and travel conditions while working in the field. Travel may include flying in small aircraft or helicopters, riding or driving in cars, trucks or off highway vehicles in extreme hot or cold outdoor temperatures. May also be exposed to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wild fires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances.
