This ND National Guard position is for aBUDGET OFFICER, Position Description Number T5152000 and is part of the ND USPFO, National Guard.
Duties
As a Budget Officer, the primary purpose of this position is to provide management oversight and guidance to budget formulation and execution processes. The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for the organization. This position accomplishes budget functions in support of organizational and Federal National Guard operations, training, and readiness missions and maintains staff responsibility over complex annual budgets. Serves as a Budget Officer responsible for all budgetary operations necessary to support plans, programs and activities of the organization.
Serves as a technical expert regarding all phases of budget functions including the interpretation, application and implementation of budgetary principles, procedures and guidelines.
Performs special studies and selective reviews of budgetary programs and procedures.
Issues calls for budget to staff and resource managers and provides guidance, as needed.
Manages time-phased schedules of obligations and expenditures for applicable organizational budgets.
Requirements

- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Defense Financial Certification Level 2 to be completed 2 years from the date assigned to the position.
- Must have a valid state driver's license for the state in which they live or are principally employed.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. GENERAL EXPERIENCE: Applicant must possessthe experience, education, or training involving; 1) skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; 2) Ability to plan and organize work; 3) Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; 4) Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-11 grade level or civilian equivalent experience, education, or training that provided in depth knowledge of financial principles and procedures; 1) comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements; 2) expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures; 3) 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements; 4) training and guiding employees on finance programs and assigning tasks; and 5) experience in structuring assignments that created effective and efficient procedures with measured and improved task processes.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
Education
Substitution of Education for Specialized Experience:
Must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
