Two positions may be filled through this announcement. Positions will be located at a Forest Service office in Ogden, UT and Juneau, AK.
This position serves as Deputy Regional Forester responsible for policy formulation, advice, and leadership in responding to complex issues regarding the management of the Region.

Duties
Supervise, direct, and develop staff, and coordinate, implement and evaluate short-term and long-term programs.
Direct oversight and/or serve as liaison to Safety, Employee and Labor Relations, Civil Rights, Human Resources, Acquisitions, Contracting, Grants and Agreements, Communication and Engagement, Budget, Lands and Minerals, Recreation and Engineering.
Provide support to other program areas under the purview of the other Deputy Regional Forester.
Participate as a member of the Regional Leadership Team with Forest Supervisors and Regional Office Staff Directors in formulating and promulgating policies and programs of Regional scope.
Promote collaboration with others and provide to Regional Leadership to identify solutions to complex issues, achieve effective and efficient management, and provide quality public service.
Develop strategies to redirect program activities considering economic, political, social, and/or technological factors to adapt to a rapidly changing business environment.
Utilize multi-disciplinary resources to resolve complex technical, administrative, or policy issues affecting organizational performance.
Develop ideas or programs that have an impact on activities within an organization.
Represent the Regional Forester in meetings, conferences and negotiations with other Federal and State agencies and with non-Governmental organizations and partners.
Serve as Acting for the Regional Forester with delegated authority to take actions on all matters including, at times, committing the agency to a course of action on controversial administrative matters.
Lead, coach, and develop the capabilities of direct reports and their staff, contributing to a positive workplace where employees feel safe, welcome, respected, and valued.
Requirements

- Subject to one-year supervisory probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Specialized Experience Requirement:
For the GS-15: Applicants must have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. Specialized experience is defined as three or more of the following: Has knowledge and demonstrated activities in public involvement and collaboration techniques to engage the public in identifying priorities and appropriate means of addressing issues; and/or provided expert counsel to higher organizational levels concerning regional or state-wide natural resource program issues and their current and anticipated effects; and/or exercised direct program responsibilities that included regional or state-wide program development, planning, budgeting, and identifying multicultural workforce and organizational needs to establish and meet priorities; and/or developed and sustained relationships with external partners, members of the public, agencies, state and local elected officials, and tribal governments to anticipate and resolve conflicts and issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
