This position is located in the USDA, Office of the Chief Financial Officer, National Finance Center, Administrative Management Staff (AMS), Security and Planning Office in New Orleans, LA.
The incumbent is responsible for establishing and enforcing physical security measures designed to safeguarding personnel and to prevent unauthorized access to facilities, equipment, and documents to defend against theft, damage, and sabotage.
Duties
Applies awareness of matters in Physical Security concepts, policies, standards and procedures.
Evaluates adherence to security requirements and recommends or takes appropriate measures to correct security deficiencies.
Investigates reports of theft of government or personal property and cases of vandalism.
Conducts interviews and obtains investigative information required to support security activities.

Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience: GS-11: You must have one year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipping you with the competencies to successfully perform as a Physical Security Specialist. Performing the following duties: Experience with assisting with physical security measures designed to safeguard personnel and to prevent unauthorized access to facilities, equipment, and documents; Resolves problems in existing security systems hardware, software, certificates, and programs; and Assisting staff with monitoring to the HSPD-12 program, prevention of workforce violence, and other physical security related matters.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.
Specialized Experience: GS-12: You must have one year of specialized experience, equivalent to the GS-11 level in a Federal Service or equivalent responsibility in the private sector/pay systems equipping you with the competencies to successfully perform as a Physical Security Specialist. Performing the following duties: Experience in enforcing physical security measures designed to safeguard personnel and to prevent unauthorized access to facilities, equipment, and documents. Experience in advising management on new developments and advances in security techniques and is responsible for resolving problems in existing security systems hardware/software. Applies knowledge of the Enterprise Physical Access System (EPACS) and Lenel Security Systems, and experience managing the agency's Homeland Security Presidential Directive 12 (HSPD-12) program. Experience in developing and providing security training, briefings and written reports to customer base and leadership.
Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements.
One year at the GS-09 is required to be eligible for the GS-11. Time-in-Grade requirements must be met by the closing date of the announcement.
One year at the GS-11 is required to be eligible for the GS-12. Time-in-Grade requirements must be met by the closing date of the announcement.
Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. NOTE: This experience must be demonstrated on your resume/supporting documents.
