WHAT IS THE LARGE BUSINESS INTERNATIONAL (LB&I) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Eastern Compliance, Director of Field Operations Engineering and Valuation, West The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent serves as a team manager responsible for planning, directing, managing, and coordinating cases of IRS taxpayers and the activities of a Field Specialists (General Engineers, Foresters, Appraisers and Financial Analysts) team. This Field Specialists team participates in examinations in all Divisions, providing engineering & valuation expertise for various engineering and valuation issues.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: BASIC REQUIREMENTS (IOR): EDUCATION: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR SPECIALIZED EXPERIENCE (for positions above GS-05): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. AND SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay-band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Additional specialized experience includes valuation principles and concepts needed to serve as a technical authority. Analyze and evaluate existing and newly emerging valuation theories that conform with Service policies and industry standards. Interpret tax laws, regulations, rulings, and court decisions. Interpret and apply law to new valuation issues that are controversial and potentially precedent setting. Reach conclusions where guidelines are unclear and where determinations may affect widespread segments of taxpayers, industries, and communities subject to intense public and legal scrutiny. Value a broad range of property interests with unique characteristics, including manufacturers, service companies, debt instruments, private equity, intra-family transactions, real estate holding companies, banks, brokerage and insurance companies, foreign-controlled corporations, REITs, and multi-million-dollar estate portfolios. Interpret legal matters relating to a valuation. Examples include restrictive operating agreements, IRC 2703, buy-sell agreements, Limited Partnerships, S corporations, and other pass-through entities. Resolve divergent positions regarding tax code and valuation standards. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
