This position is established in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Human Resources Centers (HRC), Office of Human Capital Services (HCS) which services all the recruitment and placement related work for the system. 100% Remote for Highly Qualified Applicants

Duties

Major Duties: Provides overall advice and assistance to management and employees in major human resource management functional areas. Advises managers of regulatory considerations, available alternatives, possible effects of various alternative decisions, and recommends actions/solutions. Provides technical assessments and advice as requested by managers in exercising their position classification responsibilities. Analyzes, evaluates, and reviews positions against Office of Personnel Management position classification standards and agency classification guidance. Ensures that pay entitlements and work schedules are set in accordance with laws and regulations. Helps SMEs with developing crediting plans. Interprets and applies regulations pertinent to recruitment and placement. Makes qualification determinations in accordance with OPM's standards and prepares referral certificates. Provides information and/or assistance to employees/applicants regarding questions on qualification requirements Prepares written responses to congressional inquiries for signature by higher authority, as necessary. Directs a Human Resources Assistant who assists in the accomplishment of work for the assigned Regional Office. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Please note: That all applicants must meet both the Basic requirements and the Specialized experience for the grade level in which the applicant applies as described below: Basic GS-0201 Requirement: To qualify for a Human Resources (HR) Specialist GS-0201 position, candidates must meet the following basic requirement(s) as described in one of the following methods: Method 1: One year of HR specialized experience equivalent to the GS-04 level of the Federal Government or higher (Such experience may be gained in administrative, professional, technical, or other responsible work position in the public (i.e., Government or military) or private sector) positions in the public (i.e., Government or military) or private sector. OR Method 2: Successful completion of bachelor's degree (or higher). OR Method 3: A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-4 level of the Federal Government AND one (1) of the below four training areas: Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR Successful completion of at least four formal training courses in HR. OR Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM) You may qualify for the GS-07 based on your experience and/or education as described below: Specialized Experience: Applicants must have one year of Specialized Experience equivalent to the GS-5 level. Specialized Experience is defined as researching, analyzing, and applying policies, regulations, and standard procedures to provide internal and external customer support. Experience must include use of automated recordkeeping systems to research and resolve issues or provide management support. OR Education: (1) full year of graduate-level education. Graduate-level education must demonstrate the competencies necessary to do the work of the position; OR A Bachelor's degree with Superior Academic Achievement (3.0 GPA or higher). You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: Applicants must have one year of Specialized Experience equivalent to the GS-7 level. Specialized experience is defined as interpreting and applying a variety of routine Federal or state personnel management rules, regulations, and procedures. Experience must include use of automated personnel record keeping systems to research and resolve personnel issues or provide management support. OR, Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D, if related;. OR, Combination: Equivalent combinations of Specialized Experience and Graduate level education as described above. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 to qualify) You may qualify for the GS-11 based on your experience and/or education as described below: Specialized Experience: Has at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as providing comprehensive and authoritative guidance on a variety of complex and controversial Title 5 Federal civilian personnel situations and identifying flexible alternatives for problem resolution in a variety of HR areas. Experience must include the application of Title 5 Federal civilian personnel principles, procedures, and regulatory guidance to provide advanced technical guidance on recruitment, staffing, pay setting, and associated personnel actions. OR, Education: Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or I have completed three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a degree. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. OR, Combination: Has less than the one year of specialized experience as described in response "A" above, and I have less than the full amount of graduate education as described in response "B" above. However, when combined, they equal at least 100% of the total requirement. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Only graduate level education in excess of that required for the next lower grade may be used in combination with experience to qualify for a GS-09 grade level position. You may qualify for the GS-12 level, applicants must meet one of the following listed Criteria for GS-201-12 grade level, candidates cannot qualify based on education only, they must possess either: Criteria 1: Graduate degree and specialized experience OR Criteria 2: Specialized experience to qualify for the specific grade level Specialized Experience: is defined as providing comprehensive and authoritative guidance on a variety of complex and controversial Title 5 Federal civilian personnel situations and identifying flexible alternatives for problem resolution in a variety of HR areas. Experience must include the application of Title 5 Federal civilian personnel principles, procedures, and regulatory guidance to provide advanced technical guidance on recruitment, staffing, pay setting, and associated personnel actions. AND Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M., if related.
