This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is responsible for the effective management, administration, technical supervision, and direction of the real estate appraisal, planning and cadastral programs associated with the District's Civil Works mission.
Duties
Appraise the more complex types of properties involving unique and/or mixed highest and best uses, complex legal considerations, and/or acquisition of unusual estates which require the use of unconventional appraisal techniques.
Provides technical guidance to staff and contract appraisers on the interpretation and implementation of new appraisal policies.
Prepares narrative appraisal reports which document technical analysis of the appraisal problem and provide support for the estimate of value conclusion.
Prepares detailed narrative review reports of each appraisal report reviewed.
Serves as expert witness representing the Government and defending the incumbent’s appraisal of property which is acquired through condemnation.
Advises Department of Justice preparing the Government’s case and developing data concerning appraisal matters for use in legal proceedings.
Serves as Contracting Officer Representative for appraisal contracts - preparing contract solicitation documents, participating in contract selection boards, and managing task orders issued to the contractors.
Prepares, reviews and provides technical oversight on real estate planning documents, reports and mapping products.
Prepares and/or reviews non-standard estates and submits requests for non-standard estate approvals.
Plans, directs and executes contracts for real estate services (title, mapping, appraisals, etc.)
Plans, organizes, coordinates, and schedules Branch workload to ensure effective use of Civil Work funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the applicant to obtain and maintain an active Certified General Real Estate Appraiser License.
- Appointment to this position may be subject to a one-year probationary period.
- Temporary travel (TDY) of up to 25% of the time may be required.
- A one-year supervisory probation period to assess your ability to perform supervisory duties is required unless previously completed.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Required to submit a Confidential Financial Disclosure Report (OGE450) upon entry into position and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) performing complex appraisals of industrial, commercial, or agricultural properties and/or performing appraisals for easement acquisitions and partial takings; AND 2) performing technical appraisal reviews of narrative appraisal reports; AND 3) performing appraisals that comply with the Uniform Standards of Appraisals for Federal Land Acquisitions; AND 4) testifying in court as an expert witness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
