The Chief has the overall responsibility for the supervision, administrative management and direction of the SPS. Ensures SPS functions are in compliance with all regulatory mandates. Forecasts, plans, develops and manages the SPS program.
Open to VISN 6 employees only.
Duties
Supervisor Medical Supply Technician duties includes, but are not limited to the following:
Responsible and accountable for leadership and oversight of all operational and administrative activities of SPS.
Responsible for the quality management system activities within Sterile Processing Services, to include training, competency assessment, development, and enforcement of standard operating procedures.
Directly and through subordinate supervisors, provides technical and direct supervision to over 24 GS3/4 through GS8 Medical Supply Technicians.
Manages, directs, and adapts work to accomplish program goals and objectives, and to meet new and changing program requirements.
Serves as liaison between SPS and other departments.
Manages the SPS Equipment Inventory Listing (EIL) for equipment assigned to SPS such as sterilizers, washer/disinfector, ultrasonic, sealers through the nonexpendable property program for the assigned services/facility/system and requests replacement of all equipment under their purview as needed.
Serves on or leads committees such as Equipment, Infection Control, Environment of Care, Clinical Product Review and Reusable Medical Equipment, and Patient Services Executive Council. The Chief, SPS provides verbal and written reports on behalf of the service to such committees and presents proposals for Executive decision.
Provides executive decision on all equipment purchases that are Reusable Medical Devices to determine whether resources are available to reprocess with veto authority if reprocessing cannot be accomplished.
Develops, directs, and maintains a Quality Control Program ensuring produce quality assurance through random sampling, biological monitoring, product assessment and other means, and providing specific reports as required.
Solicits assistance from, or responds to, inquiries from outside regulatory and advisory agencies to ensure compliance with established policies and procedures from organizations such as the Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (AAMI), Joint Commission (JC), Healthcare Sterile Processing Association (HSPA), Association of Perioperative Nurses (AORN), and others.
Responsible for facilitating training of various aspects of SPS, including reprocessing and inventory management. Conducts departmental orientation, training, skills review and assists with educational programs to maintain high staff quality performance standards. Identifies and promotes staff development.
Responsible for coordination and integration of production requirements to meet needs of customers, both scheduled and non-scheduled.
Evaluates and schedules projects, anticipates future workload requirements, and forecast appropriate staffing levels.
Works closely with Supply Chain Management to monitor inventory levels to identify and take corrective action on matters relating to potential inventory shortages created because of additional case volume, scrap, or any customer related skills that may exist.
Oversees appropriate reprocessing of reusable medical devices (RMD) to eliminate risk of infection and to provide timely safe patient care in all patient care areas.
Responsible for continuous quality improvement projects that result in improved services to all customers.
Develops policies and procedures that meet the infection prevention standards set by JC, AAMI, AORN, HSPA??and others and for monitoring compliance with those policies to meet established local, VISN, VHA and JC requirements for safe, patient care.
Updates SPS SOPs on an ongoing basis responsive to changes in Manufacturer's instructions For Use.
Serves on VISN and national advisory boards representing the field and maintains strong relationships with the National Program Office for Sterile Processing.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with Veterans Affairs Handbook 5005.
Experience and/or Education. Please submit Transcripts if using education to qualify.
(1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
(2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation.
(2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
(3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Creditable Experience
(1) Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST.
(2) Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(3) Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service
Grade Determinations: GS-10 Supervisory Medical Supply Technician (Sterile Processing) - Chief
(a) Experience. One year of experience equivalent to the next lower grade level.
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Ability to implement and incorporate regulations, policies, and procedures to manage SPS operations.
2. Ability to evaluate new products and equipment, develop options, and make recommendations.
3. Ability to integrate SPS managerial duties, which includes strategic planning of facility organizational goals and integration of SPS vision and values within the organizational mission.
4. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues.
5. Skill to initiate and lead interdisciplinary groups in order to facilitate daily SPS functions.
6. Ability to analyze and interpret fiscal data in order to forecast resource and equipment needs.
Preferred Experience: A minimum of two (2) years of full-time professional administrative leadership role, 5+ years of hospital experience in a sterile processing environment. Demonstrated success in planning and activating new units/programs, with demonstrated leadership in formulating new policies/practice protocols and in preparing programs for accrediting body reviews, such as Joint Commission. Demonstrate leadership which promotes staff involvement and ownership resulting in excellent outcomes for Veterans.
Preferred Experience: A minimum of two (2 years of full-time professional administrative leadership role, 5+ years of hospital experience in a sterile processing environment. Demonstrated success in planning and activating new units/programs, with demonstrated leadership in formulating new policies/practice protocols and in preparing programs for accrediting body reviews, such as Joint Commission. Demonstrate leadership which promotes staff involvement and ownership resulting in excellent outcomes for Veterans.

The full performance level of this vacancy is GS-10. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-10 to GS-10.
Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus.
