Duties

This Program Analyst position is located at Denver International Airport (DEN), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Supporting and keeping the airport Federal Security Director and management informed of decisions involving the daily operational activities of the airport. Developing strategic plans guiding the quantitative and qualitative evaluation of line program and operations of the airport security. Determining priorities, central or significant issues as subject of studies to be conducted, interrelated issues affecting efficiency of operations, and questions concerning security profile, significant risks, or operational improvements to be addressed as a result of evaluation findings. Developing reports and formulates recommendations based on findings of major significance to serve as the basis for new administrative systems, processes, policies, guidelines, or regulations. Examining significant findings that indicate weakness or significant accomplishment in deterring security risks, improving administrative procedure or security processes, procedures, and compliance with current regulations. Advising management staff on organizational structure, work methods, and procedures based on findings of program and process evaluation. May be responsible for overall coordination and oversight of several staff. May lead groups of staff and will provide recommendations to the supervisor with regard to overall program effectiveness or efficiency. Duties also include management of the day-to-day workload to include work distribution, monitoring the status of projects, and training of co-workers. May also approve leave on an emergency basis. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band H) perform the same duties but will receive more guidance and training; and projects or work assignments may be less complex.

Requirements

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying knowledge of the principles, methods and tools for implementing program measures and metrics; Assessing program requirements and operations in order to recommend program improvements; Analyzing and reporting data; and Providing advice and recommendations on trends, projects and problems. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
