This position is in the Agricultural Research Service (ARS), Field Organization, Pacific West Area (PWA), Location Support Staff located in Albany, CA. In this position, you will be responsible for providing advice and action on a variety of issues involving operations, systems, construction, repair and maintenance, security-related, complex utilities, and facility and systems operations.

Duties

Duties listed represent the full performance level of the position. Coordinate the operation of building automation systems (BAS) including building controls. Develop repair projects related to HVAC, refrigeration, electrical, and plumbing services. Ensure systems maintenance and operational status meet the operational standards dictated by accrediting bodies. Provide input into the development and updating of facility repair and improvement projects valued at greater than $25,000. Provide guidance on changes necessary to comply with technical requirements and/or applicable codes and regulations. Oversee the performance of operations and maintenance. Review completed work for quality of work performed and compliance with standards.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled Specialized Experience: Specialized experience is experience directly related to the position to be filled and which provided the applicant with the knowledge, skills, and abilities to perform the duties of the position. GS-11: Experience:The qualification requirements for this position at the GS-11 grade level includes one-year specialized experience at the GS-09 grade level, or its non-Federal equivalent, managing daily and long-term facility operations; and managing and monitoring building maintenance or repair for office sites, laboratories, or storage buildings. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher-level graduate education leading to a degree in engineering, industrial arts, property management, or business administration or LL.M if related to a field of study that provided the knowledge, skills, and abilities necessary to perform the duties of the position. OR A combination of education and specialized experience. GS-12: Experience:The qualification requirements for this position at the GS-11 grade level includes one-year specialized experience at the GS-09 grade level, or its non-Federal equivalent, partnering with management officials to rectify facility issues; managing and monitoring facility security and employee safety for office sites, laboratories, or storage buildings; and providing guidance or coordination for staff in utilizing facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
