This position is in the Agricultural Research Service (ARS), Field Organization, Pacific West Area (PWA), Location Support Staff located in Albany, CA. In this position, you will provide leadership in the management of business functions in support of research programs. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.

Duties

Manages all phases of budget formulation, execution, and administration. Manages and leads the planning and execution of the Annual Resource Management Plan (ARMP) for the location. Performs cost determinations for use in negotiation of such items as overhead charges, use of facilities, personnel to be furnished, and means of compensation. Advises management officials regarding laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, and other human resources related activities. Works closely with location and Area management officials to ensure business needs of the customer are achieved. Integrates management needs with the general business processes of the location. Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members, develops performance standards, provides feedback, and periodically evaluates employees.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: Specialized experience is experience directly related to the position to be filled and which provided the applicant with the knowledge, skills, and abilities to perform the duties of the position. Experience:The qualification requirements for this position at the GS-12 grade level includes one-year specialized experience at the GS-11 grade level, or its non-Federal equivalent, coordinating administrative procedures related to human resources or budget; performing a variety of administrative-related duties including producing and reviewing official documentation or reports; monitoring the expenditure of funds and budget; and reviewing and recommending personnel actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
