The purpose of this position is to operate patient transport vehicles, including emergency vehicles, patient transport vans/buses and other types transport vehicles, capable of carrying up to 8 or more passengers, to and from VA Medical Center facilities, private healthcare facilities, and other private sector areas like patient homes, railway, bus stations and airports. Incumbent drives predetermined and/or scheduled routes or special runs.

Duties

Major duties and responsibilities include but are not limited to the following: Assists the EMS Grounds Supervisor with maintenance on VA owned equipment. Incumbent is responsible for the preventive maintenance on all tractors, tractor implements, front-end loaders, lawn mowers, grounds maintenance vehicles, weed eaters, blowers, chain saws, hedge trimmers, and other equipment associated within the Environmental Management Service - Grounds Section. Operates a farm-type tractor and towed or attached equipment to maintain grounds and road medians and perform farming functions. Operates mobile equipment such tractors, backhoe, Toro grounds equipment, JLG aerial lift, etc. Fertilize and aerate using farm tractor and appropriate implements. Make multiple mechanical and hydraulic connections between the towed and attached equipment and the tractor and make numerous adjustments. Manipulates both tractor and equipment controls simultaneously. Operates front end loaders for moving loads and other general grounds maintenance. Areas include terrain and slopes in such areas including fields, lawns, and roadways. The incumbent performs operator maintenance on tractors and equipment as needed. ncumbent operates mobile equipment such as riding mowers and zero turn mowers. Due to seasonal and/or departmental demands, the incumbent will be required to perform a variety of operator and laborer duties that include but not limited to mowing, trimming, spreading salt and sand for snow removal, leaf collection, picking up trash/litter around the facility, emptying trash cans, etc. Incumbent will be required to drive a pickup truck and dump truck to perform grounds maintenance duties. Duties include but not limited to arranging, loading, unloading cargo, event materials, equipment, mulch, trash removal, etc. Incumbent is required to drive and maintain a valid driver's license. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Physical Requirements/Working Conditions: Work involves considerable walking, pushing, and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds. Will frequently handle equipment, furniture, and materials of an awkward and heavier nature in excess of 100 pounds. These items are typically handled using specialized equipment and/or assistance of coworkers. Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period of time including, but not limited to, turn-ins, large shipments and deliveries. While operating vehicles, may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions. Working Conditions. Required to work in storage buildings, pods, trailers, vehicles and warehouses that may be hot, cold, drafty, and poorly lighted. Will be required to work outdoors on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encountered in daily work activities.Duties subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required. Subject to conditions that could result in serious accidents; precautions will be taken.

Preferred Experience:
  • In the performance of many of the duties, the incumbent must use power operated equipment and vehicles such as jack hammers, power saw, cement mixer, and mowers.
  • Must also be able to identify and understand the use of various maintenance materials in use in the medical center. Comprehensive knowledge of component parts, operation, and installation of vehicle components, as well as supporting systems, e.g., fuel, electrical, cooling, heating, exhaust brakes, steering.
  • Knowledge and ability to troubleshoot and replace standard components of equipment, such as deck spindles, mower blades, tires/rims, lights and bulbs, alternators, regulators, starters, spark plugs, oil filters/oil, wiper blades.
  • Knowledge and ability to test and troubleshoot components and systems to locate equipment defects. Skill and ability to visually determine, conduct operational tests or use a wide variety of test equipment. Ability to determine if items can be repaired or what should be replaced with new parts.
  • Knowledge and ability to interpret and apply manufacturers' repair manuals and technical specifications, schematics and engineering drawings, diagnostic codes, computer printouts, and safety manuals.
  • Knowledge and skill in the use of hand and power tools common to the occupation and a wide variety of specialized tools and test equipment.
  • Knowledge and ability to operate electronic test equipment such as test lights, battery chargers/booster.
  • Knowledge of systems, components, and assemblies on front-end loaders/tractors and to perform preventive maintenance, repairs. Skill in performing general maintenance including tire pressure, tire changes, battery charging, checking oil and fluid levels, maintaining proper lubrication of all grease zirks and checking brakes.
