Duties

You will serve as a Naval Architect in the Submarine Naval Architecture Branch, Naval Architecture Division, Engineering Department, of the Supervisor of Shipbuilding, Conversion and Repair, USN, Newport News Virginia (SUPSHIPNN). You will provide surveillance of Contractor design and production engineering products. You will conduct surveillance of Contractor engineering practices (including subcontractors) to the extent necessary to demonstrate that the Contractor is meeting contract and specification requirements. You will review and evaluate requests for Departure from Specifications (DFS) (including “engineering equivalencies”) and initiate actions required to process the requests and make recommendations for approval or rejection. You will evaluate the Contractor’s “scoping” of engineering changes to determine that the scope of the work envisioned by the Contractor meets the intent of the contract change. You will review and/or prepare proposed engineering contract changes to determine that the proposed change contains sufficient specifications and evaluate the impact of such changes on the construction schedule. You will evaluate, monitor and report on Contractor engineering efforts in accordance with contract terms and review, on a continuing basis, the Contractor’s plans and directives for compliance with contract terms. You will evaluate new designs and systems and determine their acceptability and/or compliance with the intent of the specifications. You will review test procedures for new material and devices in order to improve safety/cost/delivery. You will evaluate the adequacy of the contractor’s engineering data control systems to provide assurance that it results in timely incorporation of data changes. You will review and analyze incoming correspondence and preparation of outgoing technical correspondence. You will perform ship checks and similar functions and facilitate resolution of technical programs in cognitive systems/equipment. You will coordinate efforts and maintain liaison through meetings and conferences with Contractor supervisors, design engineers, vendors and other engineering personnel from within the organization and from other Naval commands.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

In addition to basic education requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer providing guidance on intent or application of detail specification or military specification requirements pertaining to Naval Architecture (e.g. certification of contractor docking and launching facilities, surface ship and submarine stability, weight control, habitability and arrangement of spaces, hull and deck coverings, coatings, ship structures and ship survivability). Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0871: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR,
Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Evidence of having successfully passed the Fundamentals of Engineering examination; 3) Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program; or 4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OPM stipulates there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.
