You will serve as a HUMAN RESOURCES SPECIALIST in the DIRECTOR OF HUMAN RESOURCES DIVISION; CORPORATE OPERATIONS & TOTAL FORCE DIRECTORATE of NAVSEA HQ FIELD SUPPORT.
Salary Range by Location:
Huntsville, AL: $90,431 - $139,798
Washington Navy Yard, DC: $99,200 - $153,354
Duties
You will design and conduct studies and analyses of Human Resources Programs. Studies require the application of a comprehensive knowledge of organization/mission programs.
You will identify the most appropriate method to accomplish objectives based on broad program goals and desired outcomes, and will coordinate actions with other staff elements to develop plan of actions, milestones, and exit criteria.
You will develop Staffing guidance in the form of Standard Operating Procedures (SOP), Internal Operation Procedures (IOP) and assist leadership with conducting various studies in evaluation of the total command Recruitment and Placement program.
You will prepare and present briefings to provide status updates, identify potential problem areas, and to present findings, recommendations, and results of studies, analyses, and special projects.
You will negotiate effectively to gain management acceptance and implementation of recommendations and proposals involving extensive changes in procedures and policy or to defend contentious findings.
You will serve as a recognized HR senior advisor to the command, and develop strategic goals for change.
You will provide management consultative services involving the full spectrum of HR functions in rendering expert advisory services on Command-wide issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector providing human resources senior management advisory services to support recruitment and placement functions for an organization.
