This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Program Operations and Local Engagement (OPOLE), Local Engagement & Administration. As a Health Insurance Specialist (Education Outreach Provider Relations), GS-0107-13, you will serve as a senior specialist or program expert on education, outreach, stakeholder engagement, and/or environmental scanning for OPOLE.

Duties

Develops, evaluates, and implements plans, strategies, processes, and policies that guide education and outreach activities for a geographical area or segments of larger agency programs. Implements strategies to assist beneficiaries and consumers in making informed health care choices, and help providers and other health care industry stakeholders understand CMS policies and initiatives and comply with applicable laws. Identifies trends and problem areas and recommends needed revisions or changes to existing program policies, criteria, standards, and procedures. Prepares all forms of written correspondence regarding education/outreach programs issues to the public, Congressional staff, industry contacts, and State Representatives. Attends meetings and conferences with CMS staff and serves as a source of background data on the basis of research performed in preparation for the meetings and conferences.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Using consumer education products to explain health care, health insurance or social service benefits to customers (i.e., explaining health insurance or Social Security or veteran's benefits; 2) Explaining policies or procedures to health care providers, health insurance stakeholders or social service stakeholders to assist them in complying with policies or procedures; AND 3) Preparing correspondence and other written materials regarding education/outreach programs issues to the public, Congressional staff, industry contacts, and State Representatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
