Duties

Manages command implementation of the EEO Program with specific focus on oversight and operational requirements as supported by AR 690-12, 5 USC 720. Conduct studies, organizational reviews and work force analysis to identify systematic equal employment problems related to the command participation and inclusion rates. Provide EEO Counseling/assistance to Managers and employees, and solving problems including systematic problems that have been particularly resistant to past efforts in obtaining solutions. Participates in negotiations which include higher level managers, employees, elected officials, and legal or Union representatives. Perform fact finding, analysis and problem solving to identify and define equal employment problems and to develop workable solutions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a security clearance at the Secret level.
  • This position requires business travel (TDY) to other duty locations approximately 20% of the time.
  • The incumbent must meet the minimum training requirement of 36 hours of initial training which includes the Army Basic EEO Counselor Course given by the EEO Officer and receive certification by the EEOCCR within 12 month of entry on duty.
  • Incumbent will also be required to complete at least 24 hours of continuing counselor training annually in EEO, civilian personnel management practices, law, and directives.

Experience and knowledge of federal personnel administrative policies and practices including those governing appeals and grievances, labor relations, job evaluation, position classification and recruitment to identify problems and recommend solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03).
