The Department of Energy's, Office of Environmental Management, is looking for a dynamic, innovative, seasoned executive to lead contracting activities within the Consolidated Business Center and its Serviced Sites. The Consolidated Business Center provides core business and technical services that are focused on the safe, compliant and efficient execution of activities within the Office of Environmental Management at its supported sites.

Duties

This executive position is established as the Procurement Director, Office of Contracting, within the Office of Environmental Management, Consolidated Business Center. The Procurement Director provides support to the Director at the Office of Environmental Management, Consolidated Business Center, in Cincinnati, Ohio. As the Procurement Director you will: Have responsibility for directing, managing and overseeing an organization which is responsible for all procurement activity for the EMCBC. Exercise significant responsibility for dealing with and/or providing advice to management officials in other divisions, organizations and the Department of Energy headquarter office. Utilize subordinate supervisors to oversee and direct the work of the division. Plan, direct and coordinate procurement activities in support of multibillion dollar contracts and all other supported activities for which EMCBC Procurement Director is assigned procurement responsibility. Manage the full acquisition cycle for serviced activities; contracting is required with major industries, state agencies and Native American Tribes, research organizations and a multitude of contractors in the US and with foreign firms as well as other federal government agencies for highly sophisticated projects and programs from basic research through production and including major capital project design and construction, environmental restoration, hazardous toxic and radiological waste remediation and a variety of support programs. Manage the full acquisition and financial assistance cycle for serviced activities; the work is complex, sensitive and unique since virtually each contracting situation is without precedent and acquisitions must be tailored to the unique requirements of each individual project. Manage and direct the operations and mission of the EMCBC Office of Contracting organization; direct all mission and staff functions of the large, highly complex suite activities associated with the EMCBC cleanup. Serve as the primary point of contact and spokesperson for the suite of EMCBC procurement activities as directed by EMCBC Director and Deputy Director.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, aseparate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below. Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered. MTQ 1: Describe your experience leading an organization responsible for compliant and efficient contract award, administration, and closeout of a mostly cost-reimbursable contract portfolio of multi-year contracts exceeding $2.8B in annual appropriations, involving construction, environmental remediation, and base operations related to the cleanup of cold-war nuclear production site. MTQ 2: Describe your experience communicating clearly and effectively with internal and external stakeholders (i.e., senior management officials, government/public officials, procurement professionals, the public, contractor management or industry equivalent) concerning intense and highly scrutinized procurement programs and representing serviced activities to senior corporate executives in a broad range of forums or during major contract negotiations. Incumbent must obtain and maintain appropriate FAC-Contracting certification and Contracting Officer's warrant.
