About the Position: The New Orleans District provides for navigation, flood and hurricane risk reduction, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. The offices are located in buildings in the uptown area of New Orleans overlooking the Mississippi River. There is a fitness center on the premises and free employee parking. Audubon Park is within walking distance.
Duties
This position serves as a Realty Specialist with responsibility for handling the full range of negotiations from initial contact through to completion. Specifically, you will:
Represent New Orleans District Real Estate Division in meetings with Project Delivery Teams (PDTs), and stakeholders.
Discuss and explain right of way requirements, acquisition policies and relocation assistance requirements with property owners.
Conduct negotiations for the acquisition of and various interests in lands required for the Flood Control and River and Harbor works of the District.
Study appraisal and planning reports to become familiar with project characteristics and its effects on the land involved as well as possible adjacent lands.
Prepare permits to obtain the required real property interest.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Possession of a valid state driver's license is required.
- Official Travel up to 25% of the time is required.

In order to qualify, you must meet the education / experience described below. Specialized Experience: One year of specialized experience which includes: 1) Negotiating agreements related to the acquisition of real property interests such as easements, leases, permits, etc.; 2) reviewing appraisal reports to assess project impacts on land use; 3) researching ownership records; 4) coordinating with internal and external stakeholders, including federal, state, and local agencies, to facilitate property acquisition activities; 5) maintaining records of negotiations, preparing reports, and/or documenting agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
