About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0JAAA US ARMY COUNTERINTELLIGENCE COMMAND serving as the Cybersecurity Division Chief.

Duties

Supervising a cyber security technical staff dealing not only with standard cyber security issues, but also with cutting-edge security issues on new commercial technologies. Providing guidance and assistance where new certification and accreditation processes have been directed by national-level organizations. Assisting Department of the Army senior-level Cyber Security staff in developing and implementing policy, conducting strategic planning, and assessing infrastructure protection. Determining appropriate products or services with clients and customers to define project scope, requirements, and deliverables. Implementing information systems security plans and procedures ensuring appropriate product-related training and documentation are developed and made available to customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Requires Temporary Duty (TDY) travel up to 20% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience is defined as experience directing the development of standards that are used to implement national-level policies; using broad guidelines established by the US Army Counter Intelligence Command, Commands Chief Information Officer (CIO/G6) to develop the concepts, technologies, and implementation plans; AND coordinating with network owners in pursuing waivers when conflicting or non-existing policy dictates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Basic Requirement: In addition to the specialized experience listed above, your resume must show you have Information Technology related experience demonstrating each of the four competencies as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
