Duties

Joining the Customs and Border Protection, Office of Information and Technology will allow you to use your experience in supporting and advising an acquisition program an various aspects of acquisition. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. In this Management and Program Analyst position, you will become a key team member of Homeland Security professionals. Typical work assignments include: Supporting and advising the acquisition program manager or other acquisition officials on various aspects of acquisition. Developing and implementing business planning, cost estimating for business cases, budget planning/execution, review and analysis for both proposed and approved acquisition initiatives. Assisting senior analysis with developing briefings, presentations, and white-papers for use by senior Project Manager, Project Management Office managers or acquisition staff. Ensuring that accurate, appropriately concise and timely information is available. Representing the organization at staff or working group meetings as directed by the supervisor.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing recommendations for action that aligns with related acquisition management policies, procedures, directives and best practices. Utilizing program and project management practices to plan and oversee acquisition programs. Planning, designing, scheduling, and carrying out programs, major projects, and/or studies in support of effective organizational effectiveness. Performing analysis and review of acquisition programs, and their related documentation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/02/2024. In addition, you must submit the supporting documents listed under the Required Documents section of this announcement. Training: This is a DHS acquisition certification-covered position. This position requires FAI Contracting Officer Representative (COR) Level II or Level III depending on the contracts assigned to within 12 months of placement. FAI FAC-P/PM Mid-Level Program Management certification with DHS P/PM Specialization, or the ability to obtain this certification within 18 months of placement is desired.
