This position is part of the Bonneville Power Administration , Department of Energy. As a Student Trainee (Program Analyst), you will serve, as a business analyst, responsible for a specific focus on Operational Excellence, business process analysis and improvement, business process documentation, process measurement/improvement, change management/training and maintaining process documentation enterprise wide and will be a critical team member on MO projects.

Duties

As a Student Trainee (Program Analyst), you will: Research and interview internal BPA customers/end-users, stakeholders and other interested internal parties to gather and understand customer/end-user requirements. Assist in performing analysis in the planning, development, and implementation of quality management and process improvement initiatives and efforts. Analyze existing business processes to improve processes using standard process improvement methodologies. Assist in creating process performance metrics, analyzing process performance, and performing lookback analysis on process improvements. Assist in developing/drafting approximate documentation to validate repeatability of processes, to facilitate training of new analytical tools and to support business continuity and knowledge transfer. Assist in evaluating and assessing business capability (process, people, information, technology) change impacts and recommend appropriate change mitigation activities. Assist with the development of multi-year project and change management implementation plans. Support the project team by providing business analysis, process documentation, and recommending process improvements where necessary.

Qualifications

BASIC REQUIREMENT: Currently enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. GS-04: To qualify, you must have completed 2 full academic years of post-high school study OR an associate's degree. GS-05: To qualify, you must have completed 4 academic years of post-high school education leading to a bachelor's degree OR a bachelor's degree. GS-07: To qualify, you must have completed 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree. Note: 1 full academic year is equivalent to 30 semester hours or 45 quarter hours. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education Requirements:

Your educational goals must include obtaining a professional degree in business or a related field.

You must submit a copy of your current transcripts with major being pursued for proof of education and enrollment. If you are not currently enrolled, but have been accepted for future enrollment you must submit a copy of your acceptance letter with your application.
