The Program Specialist-Employee Experience Officer serves as a resource to the Executive Leadership Team, services, and employees. The incumbent
provides process consultation, task facilitation, action inquiry, coaching, mentoring, and team building for VISN 19 employees and consulting with senior management, program leads and staff analysts within VISN 19 and Central Office on critical organizational or management issues affecting employee
engagement.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Support critical improvement initiatives and develop written and oral recommendations for improvement.
Collects and analyzes a variety of complex data and information.
Create awareness about recognition for long-term success, conducts comprehensive needs assessments and gap analyses.
Develop innovative programming on multiple platforms including organizational analysis and change programing, on-boarding initiatives, career development planning, management training, employee wellness, mentoring programs, etc.
Implements and monitors compliance with approved policies, procedures, and processes, utilizing a systematic approach.
Participates in/on and/or leads a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate.
Participates in and supports the development, delivery and communication of programs, policies, practices and training that address matters related to employee engagement initiatives.
Consults with senior management, program leads and staff analysts within VISN 19 and Central Office on critical organizational or management issues affecting employee engagement.
Plans, develops, and organizes a consistent employee retirement process for all VISN 19 employees.
Serve as coach and facilitator in coordinating team initiatives and in consensus building activities among team members.
Oversees the development of meetings chaired by members of the VISN 19 executive leadership team (ELT).
Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high-level management.
Constructs presentations, charts and reports for the VISN 19 Headquarters and staff by utilizing MS Office Suite of products, MS Visio, SharePoint, and Adobe Acrobat.
Work Schedule: Monday-Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level GS-9 in the Federal service that includes performing the following duties: assisting in choosing, interpreting and adapting available guidelines to specific issues; analyzing situations against current guidelines and making recommendations for changes; assisting in presenting analysis and recommendations for resolutions to more complex issues to management; contributing to the improvement of productivity, effectiveness, and efficiency of program operations, and influencing decisions by managers concerning program operations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED). OR,
Combination: Equivalent combinations of successfully completed graduate-level education and specialized experience directly related to the work of the position as described above. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level.(TRANSCRIPTS REQUIRED).
Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
