The primary purpose of this position is to serve as the Air Force Audit Agency (AFAA) Civilian Pay Administration Specialist responsible for directing, planning, and organizing the operations of all Civilian Pay, timekeeping, and labor cost management.
Duties
1. Time and Attendance. Assists with the establishment of timekeeper and certifier roles within the Automated Time Attendance and Production System (ATAAPS).
2. Troubleshooting. Resolves pay and leave problems in close coordination with management, AF AA/DORC, Headquarters Air Force Civilian Personnel (HAF CPS), and DFAS.
3. Auditing. Independently audits historic pay and leave transactions affecting an individual employee or class of employees (ex: all employees at a deployed location); prepares corrections needed and provides full documentation to DF AS and AF AA/DORC or RAF CPS to correct pay and leave errors.
4. Technical Assistance and Training for Supervisors and Timekeepers.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of automated systems designs sufficient to work with personnel and payroll systems to solve problems or meet new resource management requirements. Knowledge of the AFAA' s missions, functions, and applicable regulations as it relates to DFAS and the Air Force's automated payroll systems to provide civilian payroll policy and procedural interpretation, dissemination, implementation, and guidance on all payroll related matters. Extensive knowledge of payroll and reporting systems capabilities and systems interrelationships sufficient to ensure proper interfacing with payroll systems; and known flaws rules, regulations, and agency policies regarding pay and leave entitlements.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Office of Personnel Management, Department of State, Department of Defense, and Department of Air Force civilian pay policies, regulations, rules, provisions, instructions, manuals, guidance, procedures, and ability to research, analyze, and apply those principles.
2. Knowledge of and ability to resolve various pay allowance and time and attendance data problems, including overseas entitlement issues (ex: living quarters allowance, foreign post allowance, post differential pay, etc.)
3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of complex issues and problems.
4. Knowledge of and skill in using automated data processing software programs and applications (i.e. Defense Civilian Personnel Data System (DCPDS), DCPS, ATAAPS, DFAS Remedy, SharePoint) to accomplish financial management tasks and execute assigned financial management reports.
5. Ability to routinely gather, store, transmit, and protect sensitive personal and pay data in accordance with all applicable information security protocols.
6. Ability to communicate effectively, both orally and in writing to management officials and directorates.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
