THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY GENERAL SUPPLY SPECIALIST, Position Description Number D1903000 and is part of the HI USPFO, National Guard LOCATION: United States Property and Fiscal Office (USPFO), Hawaii Army National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission. Position is responsible for the management, direction, and supervision of employees. Develops goals and objectives that integrate organizational, logistics, supply, transportation and inventory management. Establishes, reviews, and revises policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment. Delegates responsibility and authority to subordinates. Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Provides guidance regarding logistic inventory control and conducting surveys of logistic supplies and inventory management functions. Performs other duties as assigned.   • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Federal employment suitability as determined by a background investigation.

Qualifications

GENERAL EXPERIENCE: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. EDUCATION REQUIREMENTS/SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g.
