The incumbent is responsible for all pharmacoeconomic program development, implementation, monitoring and reporting. This pharmacist develops, coordinates, and implements pharmacy and Health Care System activities focused pharmacy procurement on pharmaceutical formulary selection, formulary implementation, medication conversions, drug utilization evaluations, medication therapy assessments (clinical and economic), patient health outcomes, and the containment and reduction of drug therapy costs.

Program Management
Manage drug shortage issues to include identification of possible appropriate substitutes and communicate to patients and medical center staff on procuring appropriate drug replacement therapy.
Develop, implement, and manage programs to optimize Pharmacy procurement activities and optimize drug therapy costs.
Monitor approved pharmaceutical manufacturers' rebate and incentive programs to ensure appropriate cost savings.
Design, complete, and report drug utilization evaluations as appropriate.
Achieve local, VISN, and national Pharmacoeconomics targets and goals.
Manage the non-formulary drug approval process including the establishment and implementation of programs for the appropriate and cost-efficient use of selected drugs (target drugs) that are high cost and subject to inappropriate use.
Actively participate in formulary and non-formulary usage discussions to promote evidence-based, cost-effective drug therapy.
Coordinate medication conversions to comply with local, VISN, and National contracts and approved formulary substitutions.
Identify areas where patient education may increase the cost-efficiency of drug therapy. Design and implement programs for patient education and measure the impact of the programs.
Document cost reduction/cost avoidance activities monthly and report findings to the Chief of the Service.
Develop and present pharmacoeconomic budget analysis and forecasts annually.
Oversee all aspects of inventory management processes for the department.
Administrative
Work with Administration and Staff to identify and implement new programs.
Develop and update policies and procedures defining operational requirements of the section as needed.
Serve as the Pharmacy representative on various local and VISN committees.
Assist with QA endeavors that relate to the use or outcomes of medication and clinical services.
Assure assigned administrative projects and reports are submitted in a timely fashion and reports are well arranged, easily understood, and are submitted in the proper format in final form.
Collaborate with administrative staff on QA initiatives as required by Chief of Pharmacy.
Education/Training
Serve as a resource and provide information and education to staff, residents, and students in areas of formulary management and approved clinical guidelines to reduce unnecessary and inappropriate use of drugs.
Work with the Associate Chief of Pharmacy to identify targeted drug therapy interventions. Develop and perform in-services promoting cost-effective medication management to all health care providers and pharmacy staff within the Health Care System (HCS).
Participate in the precepting of pharmacy residents and students during clinical responsibilities to increase the awareness and understanding of clinical and pharmacoeconomic issues.
Provide input and assistance to Pharmacy leadership on issues related to areas of practice and expertise.
Educate and provide in-service programs for nursing, pharmacy, and the medical staff on pharmacotherapy, pharmacoeconomic issues, and formulary management related programs.
Outcomes/Analysis
Actively work to add to the body of knowledge by supporting the research and quality improvement initiatives of pharmacy service, residents, other clinical pharmacy staff and other practitioners within the facility and network.
Participate and act as a liaison for all local, VISN, and national pharmacoeconomic research activities involving Pharmacy Service and the HCS.
Coordinate, and participate in, the conceptualization, development, and implementation of all pharmacy-based medication and service-related studies and projects as requested.
Assist in the coordination and development of the pharmacy budget and business plans.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education.
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
Grade Determinations:
GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Assignments. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc.; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Pharmacists assigned to this position must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
