This position is located in the Department of Homeland Security, United States Coast Guard, Office of the Commandant of the Coast Guard, Washington, D.C.
Duties
As Program Analyst, and member of the Commandant's Advisory Group the employee will facilitate to a team that develops, analyzes, and prioritizes the Commandant's strategic narratives, intents, and initiatives. The analyst also performs, analyzes and, interprets various academic and think tank research papers, while crafting high-level narratives to project the Coast Guard's value for public consumption and to build support for Coast Guard initiatives.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-14 - You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below:
Applicants must meet both of the two conditions below.
Preparing and delivering oral and written presentations to Flag/General Officers, Senior Executives, Members of Congress; or private sector equivalents; AND
Using independent research and/or professional networks to develop creative solutions to complex problems, plan strategic events, and support decisions.
You must also meet 3 of the 7 below:
Leading a working group, task force, or similar entity to develop a final product.
Writing executive summaries for senior leaders from detailed reports or following attendance at conferences, events, or other engagements.
Planning and managing an enterprise-wide event including concept development, publicizing, coordinating online streaming and/or press presence, corresponding with team on all particulars, and drafting all preparatory materials for speakers/panelists.
Formulating policies or strategic direction for a private or public sector organization within guidelines set up by senior leaders or similar governing body.
Developing or editing strategic communications or public affairs content.
Speaking at conferences or similar large venues.
Navigating bureaucratic process to obtain appropriate review and approval to execute a program, directive, policy, or other product.
NOTE: Education cannot be substituted for experience at this grade level.
