(GS-11) The primary purpose of this position is: To provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office. (GS-12) The primary purpose of this position is: To serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement, affirmative employment, and related management advisory services for assigned organizations. *************************************************************************************************************************************************************************** DUTIES (GS09 and GS11): Performs the full range of Recruitment and Placement advisory services Provides continuing technical advice and assistance to management on Human Resources Program. DUTIES (GS12): Provides recruitment and placement services to assigned organizations. Provides recruitment and placement, and affirmative employment advisory services. Leads or participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents. Provides position management advisory services in dealing with difficult, complex, and often controversial position management issues.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Human Resources Management, Administrative and Management Positions, Series 201. SPECIALIZED EXPERIENCE (GS-09): One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes Knowledge of, and skill in applying methods, principles, and practices of the HR field, particularly those relating to the functional areas of recruitment, position classification, and employee relations; and appropriate laws, executive orders, regulations, and policies related to these functional areas sufficient to conduct research to gather clear-cut information; apply standardized analytical methods and techniques to accurately assess gathered information; and establish and maintain effective relationships with management to gain confidence and cooperation of supervisors and managers; fundamental HRM methods, principles, and practices of the specialization(s); and standardized, analytical, and evaluative methods and techniques sufficient to advise on and/or resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions; make informed judgments on problems and issues; perform management advisory services for specific requests related to immediate problems of limited scope; and analyze segments of broader HRM issues or problems.. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE (GS11): One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes knowledge of Human Resources Management (HRM) principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve HRM problems not susceptible to treatment by standard methods; knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command HR plans and programs; overall planning and execution of program operations and evaluations. OR EDUCATION: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.

2. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.

3. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues.

4. Ability to communicate, both orally and in writing.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-12): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.

2. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.

3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.

4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.

5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.

6. Ability to express ideas and concepts and communicate effectively orally and in writing.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
