This position is located in the Department of Homeland Security (DHS), Office of Operations Coordination and Planning (OPS).
The primary purpose of this position is to provide OPS with operational expertise on a wide variety of mission areas and ensure the quality of operational reporting from various DHS entities, programs, and interagency organizations.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Program Analyst, GS-0343-14, your typical work assignments may include:
Incumbent serves as a first line supervisor performing a full-range of supervisory duties over a workforce of 2-8 subordinates.
Incumbent (1) gives broad policy and guidance with an outline of objectives to be achieved and relies on the incumbent to plan, execute and evaluate the methods of accomplishments of the assigned tasks with a minimum of direction or guidance; (2) is available through briefings on current tasks status to lend guidance in resolving unusual problems, expecting incumbent to make authoritative recommendations.
The incumbent assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
The incumbent evaluates work performance of subordinates, gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.

Qualifications
Specialized Experience
To qualify for the GS-14 position, you must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal Service or private/public sector equivalent experience. For this position, specialized experience is defined as:
Experience of analytical tools and methodology, and comprehensive knowledge of management issues and programs for the development and implementation of Organization's laws, policies, and regulations, in order to performs a wide variety of complex analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
Experience in applying IT concepts, principles, methods and practices, particularly in the areas of information security, network assessments, and applications software, as required to evaluate and recommend adoption of new and enhanced approaches to identifying and securing vulnerable information including proposing unprecedented methods and emerging technology solutions.
Experience on the information requirements of multiple agencies in relation to protection from and response to, terrorist attacks and incidents in order to determine the need for, obtain, protect, and retain intelligence and law enforcement reporting information; and to resolve major problems that directly affect the accomplishment of Organization's program goals and objectives.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
