This position is located at the Memphis National Cemetery in Memphis, Tennessee.
Duties
The Work Leader is the eyes and ears of the Director and Foreman, and will monitor the safety, quality, quantity, and efficiency of work being performed, making changes, and reporting back to the Director, and Foreman as needed. The Work Leader is the subject matter expert for all grounds, internment, facilities, and headstone setting jobs performed at the cemetery, and should be knowledgeable in all tasks performed by the team.
The incumbent also serves as the Secondary Engineering Equipment Operator (EEO). General The incumbent of this position serves as the Work Leader for the Field Operations at MNC. The incumbent has Leader responsibility for cemetery operations to include Facilities Maintenance, Grounds Maintenance, and Interment Operations. Incumbent may also act as the primary or alternate Contracting Officer Representative (COR) as required to provide oversight of numerous contractors and to verify the completion of those contracted tasks.
The incumbent motivates and promotes the teamwork of those they lead to perform as an effective working unit. Incumbent may be temporarily assigned as acting Foreman during the Foreman's absence and will perform other duties as assigned. The work leader will demonstrate and employ proper work methods or procedures to the crew being led. Advises other employees to follow the Supervisor's instructions and meet deadlines. Checks work that is in progress and again when it is completed to ensure compliance with Supervisor's instructions on sequence, procedures, methods, and deadlines. Keeps Supervisor informed on the progress of work, or any delays encountered. Obtains additional guidance or decisions from the Supervisor when problems or unfamiliar situations are encountered during the work.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications

Your background must demonstrate work involved in leading work pertaining to landscaping, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement.

Physical Requirements: Physical demands on the incumbent consist of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging, and climbing for prolonged periods of time. The Work Leader must be able to lift up to 75 lbs., and perform tasks properly, safely, and without injury such as loading caskets onto casket carriers, lowering caskets with pulleys, unloading headstones, lifting headstones using a two-person lift device. The incumbent should request assistance whenever performing tasks that require lifting more than 75 pounds, and they must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear personal protective equipment when appropriate. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition.
Working Conditions: Work must be performed outdoors, and incumbent will be exposed to all types of weather throughout the year. Incumbent will be exposed to the sun, noise, extreme hear, and humidity, cold, snow, rain, wind, and is subject to dirt, dust, fumes (from motor and exhaust) mud, and water. Work is performed in areas where pesticides, insecticides, and fertilizers are applied. Appropriate protective equipment will be worn. The operator is exposed to injury from mishaps that may be involved in the operation of grounds maintenance equipment.
