About the Position: This is a Program Manager, GS-0340-14 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division Headquarters, located in Dallas, Texas. Duties

Incumbent serves as a senior military integration program manager over a matrix team of engineering/scientific positions . Responsible for program management functions as they relate to the design and construction of military projects throughout the United States. Requires the application of extensive knowledge on a national basis of all phases of military project development, integration and execution (programming as well as design and construction). Responsible for carrying out a range of coordinating, coaching, facilitating, problem solving, integrating, reviewing, and support duties in support of the unit. Participate in monthly Directorate of Military Programs Management Review (DMR) meetings, briefing senior MSC staffs on the status of significant issues and products, and facilitating or recommending actions to ensure timely resolution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain all required Program Management (Practitioner) ACQUISITION PROGRAM training within 24 months of start date.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

This is a Temporary Promotion Opportunity: This is a temporary promotion opportunity for Current Army Employees. Position may be filled as a Temporary Promotion NTE 1 year. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition. Or Position may be filled as a Reassignment/Change to Lower Grade to positions at the same, or higher grade, on a temporary basis. Return Rights will be negotiated prior to EOD. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Exercising managerial control over lifecycle execution of military construction programs; 2) Providing technical guidance/oversight/leadership to team members for various military construction projects; and 3) Resolving military program issues that are either political or technical in nature in order to maintain program schedule, budget and scope. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipOral CommunicationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
