About the Position: Serves as the Oversight Branch Chief. Interfaces with Huntsville Center leadership, the Senior Contracting Official, and HQUSACE on executing acquisitions in support of CEHNC programs. Responsible for planning & directing the work of personnel engaged in contractual action reviews, acquisition document reviews, peer reviews, development and promulgation of CEHNC specific acquisition procedures and guidance and coordinating internal reviews and external audits and inspections.

Duties

Develop and promulgate acquisition policies and coordinate compliance. Make major or novel adaptations to existing guidelines in procurement to accomplish organization needs and requirements. Review contractual or other actions which are not covered by established policies that may have legal implications and potential effects on procurement. Interpret and apply acquisition laws, regulations, and policies and ensure compliance. Advise management of technical functional problems area and recommend solutions through various communication methods. Provide both technical and administrative supervision to procurement personnel, which involves setting goals and priorities, planning and directing work, evaluating performance and setting standards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet Department of Defense Instructions (DoDI) 5000.66 requirements applicable to the duties of the position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the completion of a one-year Supervisory probationary period after entering this position (if not already completed).
  • This position requires completion of mandatory Foundational Career Level Certification or Contracting Professional Certification requirements within 36 months of assignment.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: work that involves reviewing acquisition strategies, justifications and approvals (J&As), negotiation strategies on major contracts; applying procurement laws, rules, regulations, decisions; providing guidance for contracting policies and procedures; planning and directing the work of personnel and evaluate performance of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the education and the qualification requirement, no substitution of education for experience is permitted.
