About the Position: Serves as technical expert & advisor to the Operations Project Manager (OPM), Assistant Operations Project Manager & leads for matters involving the Project Office in meeting all aspects & requirements for funds control for an approximately four to seven million dollars annual routine budget. The multi-purpose lake project is comprised of & tracks on several of the following business lines: Environmental Stewardship, Recreation, Flood Reduction Management, etc.
Duties
Accumulates, consolidates, and analyzes budgetary data against established criteria, trends and anticipates numerous other requirements.
Monitors multiple funding sources through the review of various data spreadsheets, periodic reports, CEFMS and multiple P2 projects.
Coordinates with the OPM, managers and supervisors that monies received are expended as allocated, or that changes are justified, approved, and appropriately documented.
Oversees the preparation of budget requests in multiple systems for all business lines, including labor, travel, supplies and materials, utilities, contracts, IT costs, etc.
Checks the accuracy and adequacy of budget amounts and justification data submitted by supervisors/managers/leads.
Makes recommendations regarding appropriate funding sources, approval requirements, and scheduling.
Coordinates the preparation of the annual and the mid-year operating budgets for the project site.
Monitors actual versus scheduled budget costs and actions or reallocations of funds within the budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management (FM) Level 2 Certified position. You are required to comply with all DoD and DA requirements of this program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- The duties of this position require occasional temporary duty (TDY) travel.

In order to qualify, you must meet the education and/or experience requirements described below. Minimum Qualifications GS-09:
Specialized Experience: One year of specialized experience which includes performing routine budget execution functions, determining the cost effectiveness of funding requests, and adjusting funding targets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
