About the Position: Incumbent serves as the Engineering Materials Testing Laboratory Manager for the Herbert Hoover Dike Resident Office. Serves as the technical expert in engineering geology, applying specialized knowledge and experience in developing approaches and solutions to complex problems. As Lab Manager, ensures that the Herbert Hoover Dike Materials Testing Laboratory is staffed, validated, and functioning to provide critical support to construction projects.

Duties

Serves as a technical lead and expert on construction projects. Serves as the Manager for the Herbert Hoover Dike Engineering Materials Testing Laboratory. Stays abreast of latest developments in geology, dam safety, and civil engineering with emphasis on geotechnical engineering geology problems and geophysical investigative methods. Responsible for supervising, coaching, and mentoring. Ensures Civil Engineering/geological design data included in contract plans, and specifications are sufficient, correct, practical, and reflect sound construction practices and that they fully meet the design intent of the project. Leads quality assurance staff and technicians in completing their duties.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Travel is required approximately 10% of the time.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• Incidental motor vehicle operator; operates auto or light truck to reach work sites. Incumbent must hold or obtain a valid state driver's license.

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for Supervisory Geologist: A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) providing independent technical review for the Herbert Hoover Dike construction including periodic inspections, Dam Safety inspections, remedial designs, and large instrumentation programs. 2) responding to requests for technical guidance, advice, and assistance from the Resident Office and other components of the Jacksonville District. The duties of this position require the incumbent to have a current State Registration as Professional Geologist or Professional Engineer. You must possess a current/valid Professional Engineering (PE) or Professional Geologist License in good standing issued by any one of the 50 states, or its territories.
