This is a staff position located in the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) Program, Veteran and Family Member Programs (VFMP) Directorate of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Integrated Veterans Care (IVC), Office of Integrated External Networks (IEN). This position will report to the Supervisory Management and Program Analyst for Knowledge Management and Data Analysis
Duties
Major duties include (but are not limited to):
Provides staff support for quantitative and qualitative methods, provides guidance, consultation, and administrative support in developing, analyzing and evaluating health systems and data analysis.
Participates in extensive interactions involving policy discussions, operational observations of various Program Analysts, suggestions for training and system enhancements to ensure accuracy or to increase production within Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) and to accomplish its assigned mission.
Quantitatively and qualitatively analyzes the effectiveness of operations, policies, procedures, and other situations in order to provide improved and cost-effective changes or solutions.
Provides all levels of management with objective data to support decisions for selecting the best course of action to include research, analysis, evaluation, and recommendations.
Serves as the primary point of contact between the CHAMPVA Program Management Office (PMO) and Office of Information and Technology (OI&T), identifying the needs of the department, prioritizing system fixes and enhancement requests, and representing the Supervisory Management and Program Analyst at automation requirements meetings.
Work Schedule: 6:00 am to 3:30 pm, Monday - Friday

You may qualify based on your experience as described below:
Specialized Experience: CTAP candidates must be found to be well qualified for referral. This is defined as meeting the specialized experience and any selective placement factor for this position. You must have one year of specialized experience equivalent to GS-11.
Specialized experience includes:
Plans and conducts studies, analyzing findings and making recommendations on substantive operating programs to formulate reports and recommendations regarding the effectiveness and efficiency of program operations.
Determines availability of data to collect, analyze, processes, and determines its best use while understanding how the data applies to tasks and its applicability to other aspects of an organization, ensuring valid and reliable data is utilized and presented in the best way.
Identifies and analyzes data required for use in the management and direction of programs to include developing new or modified administrative program policies, regulations, goals, or objectives.
Evaluates, advises, and provides recommended courses of action to leadership on the organization, methods and procedures for operational decision making.
Develops and recommends changes in program objectives to ensure sound utilization of human, financial and material resources.

Physical Requirements: The work is primarily sedentary but occasionally requires carrying of light objects, walking, standing and bending. No special physical qualifications are required.
