The Physician Assistant- Mental Health Residency Director is located within the Mental Health service line at the Chillicothe, Ohio VA Medical Center. The incumbent is responsible for providing a learning experience that expands upon basic mental health training of Physician Assistants. The program director will provide education that broadens the depth and breadth of knowledge in the specialty of mental health.

Duties

Duties and Responsibilities include but are not limited to: Provide subject matter knowledge and expertise to identify competencies and skillsets required by the PA in the specialty of psychiatry. Define and apply PA MHR goals and objectives that align with Veterans Affairs (VA), VAMC Chillicothe, the national accreditation body, and OAA's mission, vision, and core values. Sustain collaborative relationships within and outside the facility to ensure PA trainees advance and gain clinical experience and responsibility in accordance with PA MHR goals and objectives. Regularly assess training to determine quality of educational experience and to review available resources to achieve maximal benefit from all components of the program. Collaborates with PA MHR medical director to determine and conduct mental health topics for PA didactics. Organize training strategies that contain content blueprint information as established by the National Commission on Certification of Physician Assistants (NCCPA) Certificate of Added Qualification in Psychiatry. Recruit PA's for the PA MHR by collaborating with local and national entry- level PA programs and through other avenues when available. Select candidates in accordance to the PA MHR goals and objectives that meet or exceed VA and OAA requirements for Stipend trainees. Assess PA trainee performance by evaluating attainment of necessary skills, knowledge, and attitudes throughout the training period on a regular basis and by methods described and established at the beginning of training. Conduct remediation of problematic performance that follows the residency's due process and grievance procedures and policies which are provided to the residents at the start of the residency. Initiate and supervise the on-boarding and off-boarding of trainees in accordance with OAA, Academic Affairs and Human Resources procedures Attend all facility Graduate Medical Education committee and Affiliation Partnership Committee meetings. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship: Citizen of the United States [in accordance with section 7402(c) to title 38, United States Code (U.S.C.). Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. § 7407(a).] Education: Graduate of a training program which is accredited by the Accreditation Review Commission on Education of PA (ARC-PA) or one of its predecessor organizations. Additionally, candidates must meet one of the following: - Master's degree in any discipline; OR - Bachelor's degree in any discipline with one year of experience as a PA. Certification: Must have successfully passed the PA National Certifying Exam (PANCE). Licensure: PAs must possess an active, current, full, and unrestricted license to practice in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. PAs must maintain current registration in the State of licensure if this is a requirement for continuing active and current licensure in that State. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grandfathering Provision: All persons employed in VHA in this occupational series that are also performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: If a PA is certified by the NCCPA, but not licensed on the effective date of the qualification standard, they are not required to obtain or maintain a license to remain employed in VHA. However, if they lose or fail to maintain their NCCPA certification after this qualification standard is effective and do not possess a full, valid, and unrestricted license, they are no longer qualified for employment as a PA in VHA. PAs may be reassigned, promoted up to and including the full performance level, or demoted within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions. If a PA who was retained under this provision leaves the occupation, the employee will lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. PAs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification and meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. PAs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Preferred Experience: Experience as a Physician Assistant in the specialty of Psychiatry. Experience in conducting mental health topics for Physician Assistant didactics. Supervision of associated health trainees, with a focus on supervision from the educational perspective. Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met to qualify for the vacancy. Applicant must have five years of experience, which include educational assignments, such as proctoring PAs or medical students, setting up continuing medical education for local VHA PAs or participating in community health events; serving as a PA director or assistant in a VHA residency program or stipend program; or serving as a member or staff of an academic PA program. In addition, Physician Assistants at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-I: Ability to develop and update VA PA clinical rotation guidelines within each clinical specialty to ensure students and preceptors understand the responsibilities prior to and upon completion of each clinical rotation. Skills to maintain student evaluations and oversee changes that facilitate continuous enhancements and improvements of PA trainee clinical experiences. Ability to give quality systematic feedback to the practitioner within a broad range of medical and surgical experiences that meets ARC-PA and affiliated institutional standards. Ability to support trainees to allow open and ongoing feedback regarding collaborating practitioner, the training program, and VA site as a method of continuous improvement. Skill to properly record and maintain established affiliation agreements and subsequent supporting documents required for VA clinical training programs. Skill to maintain close relationships and open and ongoing communication with academic affiliates PA program directors and clinical coordinators participating in the PA trainee program.
