Duties
Intermediary between the customers/employees and the Defense Finance and Accounting Services (DFAS).
Provides technical assistance to command timekeepers regarding the operations of the on-line Defense Civilian Payroll System (DCPS).
Due to the sensitivity of information, frequently interacts directly with supervisors and the Command to research, provide clarification/information, and as applicable resolve issues relative to all aspects of payroll entitlements.
Provides general and technical advice and assistance relative to defense civilian payroll system support policy, planning and procedures.
Conducts special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
Prepares statistical data for comparison/trend analysis purposes and provides to supervisor.
Receives and analyzes problems relating to automated pay applications.
On a continuing basis reviews the execution of the automated processes to ensure compliance with established pay laws, regulations and procedures, for a segment of the overall DCPS Program.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A Personnel Security Investigation is required.
- Up to 10% Business Travel required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Continued employment in this position is subject to successfully obtaining and maintaining a Level 1 DoD Financial Management Certification within two years from entry on duty to the position.
- If the incumbent is already in a position that requires a Level 1 certification, case he/she must complete the certification in the original 2-year period.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) processing or managing timecard entries and/or deadlines; 2) verifying the accuracy of timecards and/or payroll entries; 3) running audit reports; AND 4) advising on pay issues or elevating to the appropriate resource(s) for resolution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Budget Administration, Accounting, Finance, Business Management and Public Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
