You will serve as a INDUSTRIAL HYGIENIST (PROGRAM MANAGER) in the Navy Medical Forces Pacific (NMFP), Directorate Maritime Headquarters of NAVMEDFORPAC SAN DIEGO CA. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will develop, interpret, and implement industrial hygiene and readiness policies; direct policy objectives; manage, oversee, and formally evaluate programs; and ensure delivery of effective, efficient, quality services throughout the region. You will oversee and formally inspect regional Echelon 4 programs, issue formal findings, track programmatic compliance, and provide senior executive and consultative services You will be the principal leader, consultant, and program manager for all Industrial Hygiene services within the widely dispersed and diversified region. You will formally brief program status and metrics to the regional Commander and Executive Steering Committee, MTF Commanding Officers (Medical Treatment Facility), and Executive Officers. You will provide direction and guidance to multiple medical activities and supported industrial and operational commands to constructively influence and improve SOH (Safety and Occupational Health). You will manage and analyze program data from regional NMRTCs and multiple electronic data collection sources and use technological indicators to drive current and future efforts toward reducing occupational illnesses and worker compensation costs. You will assist in the development of industrial hygiene training programs and promote specialized educational efforts, including professional development criteria and continuing education unit (CEU) requirements.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing specialized leadership and guidance regarding industrial hygiene and executive program management functions. Coordinates plans and development of complex inquiries, inspections, surveys, focus groups, and special reviews to maximize industrial hygiene readiness, improve program performance, and mitigate occupational illness. Conducts strategic program planning with senior Safety and Occupational Health (SOH) staff to establish and standardize business practices and operating procedures, examine aggregated program data, and implement enterprise-wide initiatives. Generates critical directives and decisions that significantly influence industrial hygiene program development and procedures, policy implementation, professional practice management and oversight, and readiness and operations. Determines regional manpower needs and takes appropriate action to mitigate shortfalls and improve productivity. Monitors budget execution and utilization of Industrial Hygiene resources by subordinate activities. Education

ALL Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:ALL Applicants must possess.

Basic Requirements: The education must be accredited by an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Applicants must meet one of the following requirements:
  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR
  • Certification from the American Board of Industrial Hygiene (external link) (ABIH).
Courses in the history or teaching of chemistry are not acceptable.

Evaluation of Education

All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

Evaluation of Experience

Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.
