About the Position: The incumbent serves as the District's Project Manager (PM) and Project Management Team Leader, as well as the technical lead for assigned programs and projects. He/she is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction for execution of assigned major Military Construction/Military Reimburseable/IIS programs and projects.
Duties
Program Manager supporting Military/IIS programs to deliver facilities maintenance and construction services.
Incumbent's primary responsibilities are to lead significant, highly complex projects/programs of high dollar value, including facility repair, design, and construction.
Negotiates and integrates all District functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs, and other agencies' commitments in support of the Program.
Controls and manages project milestones and budgets from planning through construction and initial operations.
Represents the District Commander, serving as the District's primary point of contact for projects assigned with sponsor/customer, Federal, State and local Government agencies, Congressional interests, and external organizations/higher authorities.

Specialized Experience: One year of specialized experience which includes: Serving as project manager or construction manager in the planning and execution of new construction, renovations, and facilities management projects; AND 2) collaborating with military customers on technical requirements, project scopes, budgets, and schedules for the construction and repairs of military facilities; AND 3) developing and implementing technical work packages for new construction and renovations of military facilities, as well as facilities management services that include preventative maintenance and service calls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
