This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hydropower Testing and Evaluation Program Coordinator and subject matter expert for Portland District, Operations Division. Technical advisor for all hydropower equipment testing and test interpretation of a wide range of hydropower equipment used in the Portland District.

Duties

Serves as the technical advisor/team leader applying a technical knowledge to the testing and test interpretation of a wide range of hydropower equipment. Serves as senior test equipment specialist and technical expert with responsibility for standardizing test procedures and frequency of testing on power station electrical equipment. Reviews results of electrical equipment tests conducted by others to ensure conformance with District test program requirements. Participates in periodic hydropower equipment inspections. Serves as a subject matter expert for hydropower equipment condition assessment. Leads the Hydropower Testing and Evaluation community of practice. Leads / Chairs the Hazardous Energy Control Program Subcommittee. Leads efforts to update, review, or generate standard operating procedures related to lockout tagout, arcflash, and other areas that may relate to the control of hazardous energy.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience performing and analyzing tests related to power production and equipment health, either as a testing engineer, or an equipment specialist with expertise in test performance and evaluation. This experience should include the following: Applying technical knowledge and judgement to the testing and test interpretation of a wide range of hydropower or similar equipment; electrical testing of equipment such as generator step-up power transformers, generator windings, power circuit breakers, station service switchgear, electrical buses, instrument transformers, protective relays, governor controls, and excitation transformers; reviewing standard test procedures and test results of tests conducted by others to ensure conformance with given testing requirements; identifies appropriate actions to be taken based on test result data; ability to reviews/interprets electrical drawings and operations and maintenance data for equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Some positions allow for the substitution of education for experience. This position does not, therefore, you must meet the specialized experience requirement in order to be considered qualified.
