This Health Science Specialist position serves as Management Analyst-Project Coordinator, Department of Veteran Affairs (VA's) National Center on Homelessness among Veterans (the Center), under the Homeless Program Office (HPO), VA Central Office (VACO)
Duties

Coordinates, with the Director of Education and Disemination, model development/implementation and training initiatives that are linked with program dissemination, new initiatives, enhancing existing programs, and new or reestablished data collection efforts to improve the delivery of services for homeless Veterans throughout VA's homeless program's national continuum of care.
Develops plans and oversees the coordination of the implementation of various new model development efforts including associated data collection and program evaluation surveys.
Develops plans and coordinates projects for the Center that provide resources information on direct services available for homeless Veterans, on innovations, best practices, effectiveness of programs and on program theory, development, and design.
Develops procedures and provides project management expertise to assist the Director of Education and Disemination in coordinating with university affiliates, community providers under contract, and other entities directly involved in the Center's activities.
Organizes multiple projects (model development, training, research) to ensure service efficacy and that Center functioning is within compliance with external standards, project management timelines, budget agreements, affiliation agreements, and contractual obligations.
Prepares necessary documents and reports regarding current and future year programming, program structure, and resources necessary for the efficient and effective satisfaction of current and projected demands for model development/implementation services.
Assists in researching, drafting, reviewing, planning, analyzing, and coordinating legislative and regulatory issues affecting the effectiveness of mission-oriented model development/implementation programs.
Collects, compiles, and tracks data, and prepares statistical information in support of model development initiatives using data sets from available sources internal and external to the VA, such as HOMES, the PIT count, the HUB, the homeless registry, and other large data sets as necessary.
Relieves the supervisor of almost all administrative details based on knowledge of program responsibility and the management requirements of the supervisor. Plans and performs other related administrative follow-up duties independently and on own initiative.
Prepares documents and researches matters for the Center and HPO, including documents of a confidential and/or technical nature.
Responsible for maintaining accurate and current mechanisms to monitor the status of implementation objectives, and achievement of agreed upon actions, identified potential areas of deficiencies that are counter-productive to the delivery of quality homeless delivery services.
Coordinate and participate in meetings, conferences, training sessions, and other forums to facilitate communication and coordination with all stakeholders, including the assigned program leads as well as supporting offices including, the Office of Employee Education Services (EES), HPO, and the Center.
Prepares monthlyand quarterly reports on Special Purpose funding utilization for model development/implementation programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC EDUCATION REQUIREMENT: Do you possess a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position? This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.at the time the degree was obtained. Note: Transcripts are required with application and unofficial transcripts are acceptabe; official transcripts may be requested.

SPECIALIZED EXPERIENCE REQUIREMENT: Specialized Experience: Do you possess one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization? Specialized experience can include, but is not limited to, the following examples:

Physical Requirements: The incumbent's work requires walking, standing, bending, and carrying light items. The incumbent must be able to perform oral and written communications. The work will include some travel throughout the nation in coordination with the needs of the program.
