About the Position: This position is responsible for the administration of New York Districts accounting program and accounting systems servicing. This includes planning, developing, revising, and adapting accounting systems; operating and maintaining the accounting systems; advising managers on the accounting aspects of operations and supervision.

Duties

You will serve as the chief accounting advisor to the Resource Manager, the District Engineer, and other Senior Management Officials in the District Provide advice to management officials concerning accounting relationships to other aspects of operations. Manage the total internal accounting program pertaining to all segments of the District and supported activities. Determine and implement policies, procedures and techniques for the accounting program. Responsible for the District payroll functions. Maintains liaison with NED Finance Center to expedite and coordinate all pending payments. Supervise and direct the work of subordinates, engaged in performing accounting work in support of programs and projects assigned to the New York District.

Requirements

  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time as assigned.
  • A one-year supervisory probation period to assess your ability to perform supervisory duties is required unless previously completed.
  • Must complete the Financial Management Level II certification within 24 months of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the basic educational requirement listed below. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Basic education requirements for 0510 positions:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;OR

(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR

(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
