Major Duties:
As a lead Facility Management Systems Specialist (Network), GS-1601-11, with the National Park Service (NPS), your duties will include, but are not limited to:
Proficiency in utilizing FMSS, FBMS, CESS, RIP, API worksheet, CRV Calculator, Optimizer Tool Portal, 35B Rate Tool, WORK, AMRS and other asset management databases.
Support management in complying with core responsibilities of Director's Order #80 Real Property Asset Management, departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset management.
Provide support and guidance for all practical and technical aspects of facility management database software used to track facility management functions within a network of parks.
Completes training for and schedules annual, comprehensive parametric assessments to meet required deadlines.
Operate/oversee the operation of the facility management software system including, but not limited to, asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and lifecycle information.
Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology.
Assist Park management in the implementation of FMSS activities, short- and long-term schedules to meet asset management planning.
Use standardized guidelines to determine the condition of all assets, including annual and comprehensive assessments, lifecycle assessment, and daily work findings.
Complete the annual review, close out, and setup of numerous complex maintenance work orders such as replacing aging infrastructure, preservation of a historic site, changes in facility usage and/or modernization for inclusion in the operational budget.
Prepare, analyze, and present reports to management from the facility management database for operational, fiscal, and planning purposes.
Coordinate with park staff by reviewing reports to prioritize asset needs and communicate annual project needs to parks and support in developing facility projects in the Project Management Information System (PMIS).
Develop and prepares facility PMIS projects ensuring data fields are aligned and accurate information is presented, such as beginning and ending Facility Condition Index, work order types, etc.
Assist a network of parks with work orders and estimates for park projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line-Item Construction funded projects.
May serve as a Contracting Officer's Representative (COR) on contracts for facility projects.
Support parks with posting energy cost and consumption as well as maintaining the database.
Supports taskers associated with Director's Order 35B Cost recovery for NPS provided utilities.
Completes taskers associated with data verification and validation on a reoccurring basis.
Supports parks with the Shelf Ready Facility Project initiative.
Qualifications
All qualifications must be met by the closing date of this announcement-08/08/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-11 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include but are not limited to the following: asset management duties, leading in determining the condition of facility assets, including annual/comprehensive/parametric assessments, lifecycle assessments, and daily work finding using established guidelines; subject matter expert utilizing database management programs in order to maintain data and synthesize information into graphic and other report formats; communicate effectively both orally and in writing; organize coordinate, and accomplish work (establish priorities, facilitate work efforts within work unit and across organizational lines, identify and resolve problems, work collaboratively to assist in competing requirements successfully) and working with team members in developing park facility projects by providing technical support for asset management work related to Facility Management Software Systems (FMSS) and Cost Estimating Software System (CESS) or similar programs which includes: providing support for a maintenance program for a park, recreational area, or similar facility; asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation and life cycle information; preparing and presenting reports to management from facility maintenance databases for operational, fiscal and planning purposes; participating in the formulation and execution of long range strategies for facility management. You must include hours per week worked.

EDUCATION: Successful completion of I have at least three academic years of progressively higher level graduate education, a Ph.D., or equivalent graduate degree in a related field. You must include transcripts.
