This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Budget Analyst, you will:
Perform a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a program office or major component(s) of a program office.
Provide long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives.
Perform duties associated with the execution of the organization's budget, to include but not limited to funds control, recording and monitoring of obligations, analysis of data and preparation of execution reports for staff, senior managers, General Assistant Secretary and Assistant Secretary.
Develop proposed appropriation language in support of new or revised program and budgetary requirements.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
- Performing review and analysis of financial reports, budget requests, or other budget-related information; AND
- Collaborating with program administrators and financial managers to estimate funding requirements; AND
- Managing projects involving the collection and presentation of information from multiple sources; AND
- Writing and editing documents for public presentation (such as budget justifications, reports, or other published documents).
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
Preparing statistical and narrative reports using budget, financial, or programmatic data; AND
Collaborating with program and accounting staff to estimate funding requirements; AND
Managing projects involving the collection and presentation of information from multiple sources.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
